& Community-Services (HCS)
The Home and Community-based Services
(HCS) program provides individualized services and supports to people with
intellectual disabilities who are living with their families, in their own
homes or in other community settings, such as small group homes where no more
than four people live. The local authority provides service coordination.
What services are provided?
- Adaptive aids
- Day habilitation
- Dental treatment
- Minor home modifications
- Nursing
- Residential assistance
- Respite
- Specialized therapies
- Supported employment
Who can get services?
- You can be of any age.
- You must qualify for care in an
intermediate care facility for individuals with an intellectual disability or related conditions
(ICF/IID).
- You must have a determination of an
intellectual disability in accordance with state law or have a diagnosis of a related
condition with an IQ of 75 or below.
- You cannot
be enrolled in another waiver program.
- Your income and resources may not exceed specific limits.

Introduction to Texas
Home Living (TxHmL)
The
Texas Home Living (TxHmL) program provides
essential services and supports to Texans with an intellectual disability (ID)
or a related condition so they can continue to live with their families or in
their own homes. TxHmL services are intended to supplement rather than
replace the services and supports you may receive from other programs or
from natural supports, including your families, neighbors or community organizations.
What services are provided?
TxHmL
services and supports are divided into two service categories. Each service
category has an annual cost limit called a service category limit.

category: Community Living Supports (annual service category limit is $13,600)

Service
category: Professional and Technical Supports (annual service category limit is
$3,400)
- Skilled nursing
- Behavioral support
- Physical &
occupational therapy
- Dietary
- Speech &
language pathology
- Audiology
- Minor home
modifications
- Adaptive aids
- Dental treatment
Who can get services?
- Live in your own or family home.
- You must have a determination of an intellectual disability in accordance with state law or have a diagnosis of a related condition with an IQ of 75 or below.
- Have mild to extreme deficits in adaptive behaviors.
- Be eligible for Medicaid.
- Not require one-on-one extensive supervision to prevent dangerous behavior.
- Have an individual plan approved by DADS.
- Not enrolled in any other DADS Medicaid waiver program.
- Your income and resources may not exceed specific limits.
